...well, depends. Some say "peace o' cake
", others fail theory like 3 times in a row. Compared to the U.S., where it's (supposedly) ridiculously easy, it's probably very, very
hard. To give you a rough rundown (motorcycles only): you gotta be at least 16 years old to get a "A1" licence (limited to 125cc/11kW bikes) and 18 for a restricted "A" licence (limited to 25kW/0,16kW/kg max.) which automatically becomes unrestricted after 2 years.
You'll need (minimum, required by law) 16h theory + a 30 questions test and 12h riding lessons + 1h road test. All riding takes place on public roads (and sometimes parkings lots). Costs vary from place to place and depend on the number of lessons you eventually needed (you can't take the tests if your driving instructor thinks you're not ready) but it's anything but cheap either way. I, for example, payed 1,300 EUR (about $ 1,930 US) and it probably won't get much lower than that...
A detail I forgot to add: if you're 25 or older when you start, you can get a unrestricted "A" licence right away - that's what I did (my bike for the riding lessons was a '03 Yamaha Fazer 1000 btw.).
