Is this a good deal?

So I've been riding since april now and I've really been wanting to upgrade to a 600. I ride a 2011 kawasakininja 250r. I want to keep my 250 as my commuter so i'm not getting rid of it. All I want is a cheap 600 that i can fix up so that i can not only have a 600 but also learn how things work. Therefore i was searching craigslist and i came across a 1994 honda cbr600 f2 with 20,000 miles on it for $650. Its currently not running but could possibly be a real easy fix. My friend said it looked like a steal (he likes rebuilding bikes in his spare time). Here's the link, tell me what you guys think:

If you have the time, money, and space to work on it, then I say HELL YES. Looks like it has awesome potential. Hopefully your friend would be willing to lend a hand, too
